The article is devoted to the relations between the Russian Federation and the Republic of Turkey against the background of the semicollapse of the system of international relations, when it is necessary to create a new normative base in the sphere of regional security and stability. In Russian- Turkish relations there is both an agreement and at the same time a collision, which requires not so much settlement of demands as definition of a joint agenda and laying a common ideological and value basis, not so much minimisation of disagreements as deepening of mutually beneficial cooperation, not so much building a balance of interests as determining the points of attraction of joint interest. The formation of a polycentric world requires a revision of the vector of bilateral development, taking into account historical prerequisites, established ties at different levels, for competent and incremental joint creative actions.
